THE CLOSING OF HOWDEN SCHOOL: DECISION-MAKING UNDER CONDITIONS OF STRESS

Abstract

The following personal report from the (former) superintendent of a Manitoba school district takes us step by step through the stages of what might have been a much more prolonged and harrowing crisis than it turned out - although, as it was, it had all the familiar, upsetting, and noisy characteristics of many a decision to close a school. For this was a district that was administering French-language schools for the first time as well as English-language ones, and into that politically tense picture, already beginning to be complicated by declining enrolments, had swum great numbers of English-speaking parents eager to have their children learn French by "immersion". The fascination of this article lies in following the board's officiais as they navigate with care among the shoals and reefs of public legislation, public opinion, and legal judgment. We may peruse the chart that guided them, in the shape of the superintendent's analysis of the board's many options (of which a part appears in Appendix A). Coleman concludes with comments on the light thrown by his experience on certain propositions currently held by writers on educational administration. RÉSUMÉ Le rapport personnel qui suit et que l'on doit à l'ex-surintendant d'un district scolaire du Manitoba nous fait traverser pas à pas toutes les étapes de ce qui aurait pu devenir une crise beaucoup plus longue et navrante, même si elle possédait toutes les caractéristiques troublantes et bruyantes de plus d'une décision visant à fermer une école. Il s'agit en effet d'un district qui administrait pour la première fois des écoles francophones en plus des anglophones et qui, au milieu de ce tableau politiquement explosif, aggravé encore par le fléchissement du nombre d'inscriptions, avait attiré de nombreux parents anglophones désireux de voir leurs enfants apprendre le français dans des programmes d'immersion. Cet article est d'autant plus passionnant que l'on suit le cheminement précautionneux des fonctionnaires de la commission scolaire parmi les écueils et récifs de la législation publique, de l'opinion publique et du jugement légal. Nous pouvons lire le tableau qui les a guidés dans l'analyse que le surintendant fait des nombreuse options de la commission (dont on trouvera une partie à l'annexe A). Coleman conclut par ses remarques sur la lumière que son expérience a permis de jeter sur certaines propositions avancées par des spécialistes de l'administration scolaire.

Peter Coleman, Simon Fraser University

Peter Coleman is an Associate Professor in the Faculty of Education of Simon Fraser University. Unusually for one in such a position, he established his national reputation both as academic and professional while an administrator in the school system of Manitoba. His field of interest is the politics of education. Peter Coleman est professeur agrégé à la faculté des sciences de l'éducation de l'université Simon Fraser. Fait rare, il s'est taillé sa réputation alors qu'il occupait un poste administratif au sein du système scolaire du Manitoba. Il s'intéresse à la politique de l'enseignement.
