Abstract

In October 1976, the Federal Government produced an important working paper addressed to the Canadian people. The Way Ahead: A Framework For Discussion is an articulate discussion of our current and future economic and social problems and prospects. As choices are defined and policies are developed to govem Canada's future, the working paper makes clear that the process must take the form of a dialogue with all concerned. Much faith is assumed in the capacity of Canadians to meet the challenging days ahead. Intelligent public participation based on the population's education is fundamental and taken for granted. In this respect the government adopts an aggressively optimistic attitude.
