IMPROVING SCHOOLS BY SCHOOL-BASED MANAGEMENT

Abstract

The mills of God may grind slowly in North American education, but with the assistance of Peter Coleman they can grind exceeding small. The impatient conviction of many people, that the single most significant figure in education must be the head of a school, has always had to be balanced with the corollary that, like people in other walks of life, good heads are exceptional, unusual, atypical. So how can a public system cater for that sort of thing and still be accountable? With practical common sense Coleman patiently shows how it is done, establishing every proposition conservatively and firmly on contemporary research, yet assembling the entire framework of the argument around a revolutionary vision. That vision would place the centre of educational decision-making in the school instead of at the school board or higher. It is not only in Quebec that this idea is the subject of interest and controversy. RÉSUMÉ Il se peut que les moulins de Dieu moulent lentement dans le système éducatif nord-américain, mais avec l'aide de Peter Coleman, on obtient une mouture excessivement fine. La conviction de nombreuses gens de vieux pays selon laquelle le personnage le plus important du système d'éducation est naturellement le principal d'une école devait toujours être compensée par le corollaire selon lequel, à l'instar des autres secteurs de la vie, les bon principaux sont exceptionnels, inhabituels, et accidentels. Comment donc un système public peut-il prévoir ce genre de choses et toujours être responsable? Avec beaucoup de bon sens pratique, Coleman démontre patiemment comment cela se fait, en établissant chaque proposition de manière conservatrice et ferme sur les recherches contemporaines tout en assemblant le cadre global de son argumentation autour d'un vision révolutionnaire. Cette vision place le centre des décisions pédagogiques à l'école même et non pas au niveau de la commission scolaire ou à un niveau encore plus élevé. Il n'y a pas qu'au Québec où cette idée suscite beaucoup d'intérêt: et de controverse.

Peter Coleman, Simon Fraser University

Peter Coleman, an Associate Professor in the Faculty of Education at Simon Fraser University, was formerly Superintendent of Schools of the St. Boniface School Division, Winnipeg, Manitoba, and "still finds the lack of deadlines and external pressures enervating." He has written widely on the organization and administration of schools. Avant d'être nommé professeur agrégé à la Faculté des sciences de l'éducation de l'université Simon Fraser, M. Peter Coleman était surintendant des écoles de la division scolaire de St-Boniface à Winnipeg, Manitoba. Il est encore très ennuyé lorsqu'il constate l'absence de dates limites et de pressions externes. M. Coleman est l'auteur de nombreuses études sur l'organisation et l'administration scolaires.
